Log on screen

I have win xp installed. When I go to user account in
control panel and try to change the it, a message saying
that this option is being used by some other program shows
up and i cannot change this. also a ginamsi.dll file is
associated with this shows up on the message. i had style
xp installed and removed this to see if it changes. sugest
what i can do
