If you use nothing that relies on BITS it can be disabled.
I normally have it set to manual so that it can fire up if I use
something the needs it or when WU/AU wants it, but so
that it is not automatically started.
On the connection settings change I have not clue from the
info given. It could be many things that are changing it.
Perhaps someone in the networking NG has seen this (?)
