BIT Service

Greetings,
When I connect to the internet, the Background
Intelligence Transfer Service is started.
Although I'm totally up to date at WU, I don't run auto-
updates.
Should this BIT service be running?

Also, each time I connect to the internet, my internet
option connection settings are automatically changed from
my choice- "Never dial a connection" to "Dial whenever a
network connection is not present".

I tried getting info from my ISP- forget that.
