'explorer.exe' won't load

Hi,

I have diagnosed the problem. When the PC logs in as
any user type apart from Administrator,
the 'explorer.exe' file doesn't load.
I can go into Task Manager and click 'New Task' and then
try to run the 'Explorer.exe' thing.
It comes up in the PROCESSES view for a split second, but
then disappears again.
So the problem is that 'Power Users' - or any other users
apart from Administrators - can't run 'Explorer.exe'.
I now need to find out why.
HELP!!!
