Visual Interdev, as far as I know, was never available
as a free download. VI is old, old, old. It was part of
the Visual Studio 5 product suite, which was before
VS 6, which was before VS.Net, which was before the
current VS.Net 2003
I have never heard of a site the required VI in order to
open the site (except for editing the site content, and
even then it was not required).
