Page cannot be displayed error with HTTPS

Please excuse the cross post.
On one computer I get an error "Page cannot be displayed" whenever I attempt
signing into a secured site (HTTPS) such as login with Passport to MSN. This
isn't caused by a bad password as I can login fine on another computer on
the same home network. I'm using Internet Explorer 6, with 128 bit security.
I have checked the advanced settings in Internet Options and both SSL 2 and
3 are enabled.
I scanned though the registry and uninstalled some old unused programs.
I also installed Norton Antivirus to see if that could find anything,
nothing was found.

I don't know of anyother settings that make affect this. Any suggestions?
