System not allowing deletion of Spyware File

I found when running Norton Antivirus a Spyware ".exe"
file called redirect5.exe. Symantec could not delete the
file and I did not want to exclude it from future scans
so I simply skipped it. Symantec recommended performing
a complete disk scan, deleting any identified files and
removing a Registry entry referenced. I followed their
recommendation however when I tried to delete the "exe"
file I received a Windows error "Error Deleting File or
Folder" "Cannot delete redirect5. Access denied. Make
sure the disk is not full or write protected and that the
file is not currently in use." I moved the file to a new
folder I created in Norton AntVirus' Quarantine folder
under program files and deleted the Registry reference
using regedit. Any suggestion on why I cannot delete the
offending Spyware file?

Thanks, Mike
