WinXP Pro - Can not create new account profiles

Hi,

My PC will no longer make a profile for a new account.
I can create a new account either from "User Accounts" or from Computer
Management.
The account gets created, but there is no user directory in C:\Documents
and Settings directory. This is where the "All Users" and my one working
account user profiles are.

When I log in with the new account name, I get an error and an event log
entry:

I have been running WinXP Pro on my home PC for more than a year. About
two months ago, I deleted some old acccounts I did not need. I also
created a new administrator account - successfully.
Then, I wanted to create some new user accounts, and hit this problem.
Please note - I was able to create my earlier accounts and my one
current account this way. Windows created user profiles automatically to
make it work. Now, it does not create them anywhere.
