How do i activate the "local security settings" tool

Hi,
 I have a windows XP Home edition on my laptop.
 I know that when i go to :
       Control panel->administrative tools
 i am supposed to find a tool called "local security
settings", however i can't find it. What could be the
problem and how can i fix it...
