windows welcome screen will not open

  how do i get the welcome screen to show from the admin
account when the screen saver comes on? it gives me the
windows nt type box to log on and only the admin(myself)
can log on. i have two accounts set up and it is on a
ntfs partition. i have tried changing it in the control
panel and i have my use welcome screen checked but it
will not give me the use welcome screen to protect my
screen saver
.
