task manager innaccessable

i'm currently running xp home, when i press
ctrl+alt+delete a message comes up that says "Task
manager has been disabled by your system administrator".
This also happens when i try to access task manager any
other way, but it used to work just fine. i have heard
you need to access group policy settings when using xp
pro, but this does not work on xp home. Is there any way
to reenable task manager and, if so, how? Plz help me
because i have only just recognised the value of this
application.
P.S- my computer only has one account, so does that mean
i am the default administrator?
