CTRL+ALT+DEL Key Combination

Does anyone know how to solve this situation? Whenever I
use the CTRL+ALT+DEL Key Combination to view the Windows
Task Manager, it flashes on screen and then disappears to
my icon tray but is inaccessible. I must have changed
some setting as this use to work just fine.
