Logs me on as TEMP user and I can't use my setttings etc,,,

Running XP Home on a Dell Laptop

I switched on my machine a few mornings ago to have it
come up with all default settings including the desktop,
everything. Asked me if I wanted a tour of XP like when
it was new out of the box.

All the applications are still there, but all my
preferences are gone.

It appears that my login creates or links to a new file
in Documents and Settings called TEMP, not my original.

The original folder in Documents and Settings and all
data is still there, but it is not possible to open some
things e.g. my Outlook data file due to access
permissions or some such.

Also it seems to delete the settings / preferences from
the TEMP user each time I shut down because whatever I
set up or change is gone the next time I start up.

Help please!
