cannot access many sites

I am so frustrated! Been unable to sign in to my hotmail
account, my paypal, and many sites that I have surfed to.
Been having this problem for over two weeks. I use
windows xp, and internet explorer. I can not figure out
why this has happened. I keep getting the
message, 'unable to access the site'...can anyone help me?
