File Sharing issue

I am running XP Pro SP1 and what is happening is that I
cannot remove take the read-only option on a file that I
created. The C: drive is saying shared but I cannot
change permissions on it. I have run the network setup
wizard because I have 3 computers total that I am
connecting (workgroup). I have also disabled simple file
sharing. The user I log on with is in the Administrators
group locally as well. What am I missing??
