Is firewall active if not logged into PC

I use symantic firewall and user profiles on my home PC.
I am on Broadband.
The question: is firewall active if pc is on but not
logged in to windows.
The firewall seems to start when user logs in but if lef
at the user login screen I don't know if firewall and
antivirus is started.
