Intercepting processes started from other processes or programs

How can I find out what command is being sent to an exe on my computer
from another process? Is there software somewhere? Or maybe I can
access this info through XP? Specifically I go to a web site and it
starts a program on my computer. I want to see what parameters its
passing. How can I do this?
