"save as" in wordpad or notepad creates 0kb file then asks whether to overwrite

If I edit a file from explorer using wordpad or notepad a
0kb file is first produced with the same name and then I
am prompted whether I should overwrite this file. This
only happens if I am logged as a user, not when logged on
as administrator. This user has read, execute and write
permissions only.
