Enabling "Users and Password" access for Administrator account

Someones been messing around with the user access on one
of my PC's, and now the Admin account can't get into
control panel, it's been restricted from a lot of stuff,
and I can't access the "Users and Passwords" bit of the
control panel to give it the access back.

One of my friends said there was some file you could edit
from the command line to fix this so the admin account has
access again. Is there?
