Secure intranet messaging

Is it possible to set up Messenger or Net Meeting to work
strictly within the internal LAN? I've blocked ICQ and
other third party protocols on our ISA server in an effort
to block at least one avenue of access for spy and adware
but it appears that XP Messenger and Net Meeting are also
dependent on Internet access.

Would I have to set up Exchange Server or a Certificate
server on our LAN in order to keep messages from going out
to the Internet and returning?

Also, are Net Meeting and/or Messenger affected or
configured in any way using Group Policies in W2K Server?
