I have Windows XP Professional. I just did a Full Search
for that file on my system, and it is not there. My system
is working reliably, and also gets periodic updates from
Micorsoft. To get the updates you can do the following -

1. Right CLick on MY COMPUTER, and select PROPERTIES
2. Select the AUTOMATIC UPDATES TAB, and then set it the
way you want.
3. If there is nothing else wrong, you will be prompted.
There is a SERVICE that also has to be running in order
for you to be prompted. Sorry, but I don't know the name
of it. I'll try to get the name for you if the things
above don't fix it for you.

Alternatively, you can open a web page to get updates
manually -

http://v4.windowsupdate.microsoft.com/en/default.asp

To learn more about it you can also go to your help file
and search for Automatic Updates.
