Task List Rights

I have a group of users that need the ability to view the Task List with
processes of all users, not just theirs. They are using Terminal Services to
access the server. They can not be given full local or domain admin rights.
Is there anyway to configure this particular setting?

Would pcAnywhere instead of Terminal Services be of any help?
