XP & IE Security

I have XP Home Edition and my account is set as Computer
Administrator. I have only one other account, Guest, which
is disabled.
Each time I attempt to access Tools | Internet Options in
Internet Explorer 6, I receive the following message:
"This operation has been cancelled due to restrictions in
effect on this computer. Please contact your system
administrator."
Any ideas how to correct this?
