XP Home has some weird restrictions.
Seems like it's crippled in area's that
inconvenience the user rather than just provide a reduced
feature set.
For example, PRO has the policy editor, it's an extra feature
for fine tuning the system. Home doesn't have it.
That seems a sensible delineation.
But restricting the HOME user from logging on as ADMIN
does not. Seems a petty choice to me.
