MSN Messenger and IE Connection Problem

I am running WinXP. I can connect to the Internet with my
Broadband connection and Yahoo Messenger works fine.
MSN Messenger will NOT work ! neither will IE or MNS
explorer access any web sites.
In Control Panel/Admin.Tools/Services Remote Access Auto
Connection Manager will NOT start and neither will
RemoteAccess Connection Manager: Could this be the
problem and can anyone offer a solution ?
