Theme not applied

I am using windows 2000 server and XP workstations. When a
user selects the Windows Xp Theme it initially appears to
apply, but when the user logs out and then back in the
theme has been removed. It still says Windows XP Theme
from the drop down menu and the background is still set
to "Bliss" but the taskbar and menu bars are back to the
classic theme instead of being blue. Is there something in
group policy that is causing this? thanks a lot.
