Upon Startup, Welcome Screen nevers reaches logon selection.

I don't know if it is a hangup or data corruption, but I
cannot logon to my laptop. Both in Normal Mode and in Safe
Mode, I cannot reach a screen to logon. The blue screen
just before the welcome screen comes up, but the actual
welcome screen with the account list never appears.
