network accessibility

when I make a pc 2 pc connection, it gives me that the
local area is enabled but when I try to access it gives
the following message:

\\(ComputerName) is not accessible. you might not have
permission to use this network resource. contact the
administrator of this server to find out if you have
access permissions.
