Internet Explorer cannot download file xxx from server yyy

I must have changed something related to security that
caused this to happen. I can download files from all
users in XP, but the main user. I have reviewed explorer
and Internet security settings but I still cannot
download or open files from the Internet.

Does anybody know how to fix this ?
