You don't say if you're using XP Pro or XP Home. For XP Pro, you can use
the built in Group Policy Editor (GPEDIT.MSC) to apply restrictons, but they
apply to all users on the machine, including Administrators. You can work
around this by following the steps in the following KB Article.

This applies to stand alone, non-networked machines as well.

If you're running XP Home, the Group Policy Editor doesn't exist. You may be
interested in a small utility that I've written to allow XP Home (and Pro)
users to implement a large number of the Group Policy Editor restrictions,
on a per-user basis. See www.dougknox.com, Win XP Utilities, Windows XP
