Since adminpak for 2000 will refuse to install on XP
I will assume you have installed the Windows Server
2003 adminpak.
Can you get any *.msc to start up for you ?
If many fail to initialize check your system path environment
variable to make sure that it starts out with
c:\windows; c:\windows\system32; c:\windows\system32\wbem
where it is the last of these three that is important for mmc startup
