There is currently no way to do this in XP Home. Even in XP Pro, there is no
"default" way to apply group policies to specific users in a non-domain
environment. However, I am developing an application that will allow you to
do this. Its restricted to the local machine, can't be used over a network
at this point. It should be ready for public release in the next week or
so. If you're interested in this utility, send an e-mail to
