Can't access user accounts via control panel

every time I try to click on user accounts in the control
panel notepad opens with a error message to read as
follows:

The filename, directory name, or volume label syntax is
incorrect.

What would cause this and how can it be fixed?

Please help. I'm not the only one getting this I have come
across others.
