protected storage service not installed?

Outlook will not retain my e-mail password. After some
searching I discovered that it may be a corrupted registry
key under HKEY_CURRENT_USER\Software\Microsoft\Protected
Storage System Provider\. So I followed the instructions
to delete the key and rebooted, but that did not help. I
looked around some more and discovered that the Protected
Storage service is *not even listed* as a service on this
machine (Windows XP) so I can't even start it. The service
is listed on my Win2k box. The strange thing is that
Outlook Express appears to retain my e-mail password fine.
Anybody know why Protected Storage isn't listed under
services in the computer management panel? How can I got
about getting it listed there so I can start it?

Could any responses also be sent to toth64@yahoo.com in
addition to this newsgroup as I'm not sure how to even go
