Can not delete 'Cacc.exe' which opened WMP automatically

By midstake, I downloaded an application program which
run the cacc.exe to automatically open Windows Media
Player when the PC is started.

Later on, I found out this is a hide file in the
Application Data folder. Trying to delete this file
showed a message of 'access denied.' Checking the
properties of the file showed the file is not read-only.

I guessed reason is because the cacc.exe is running. How
can I stop it and then delete it?
