Windows XP problem (potential virus)

My Win XP system had a virus and was doing 2 strange
things.

First, it was displaying an error message regarding
cmd32.exe. I ran a fix that Norton suggested by editing a
number of viral entried from the registry. After
completing the registry edit my system did not present me
with the cmd32.exe error message again.

Second, at the startup screen Windows appeared to be
running a continuous loop whereby it would begin to show
the startbar and the desktop icons and then stop and go to
a non-painted desktop view (no icons, no startbar
visible). It would then begin to show the icons and start
bar and then show a non-painted desktop view and so on, ad
infinitum. I thought fixing the original virus problem
would solve this as well and it has not.

Any suggestions? I can not connect to the Internet either
for some strange reason.

I am considering reinstalling the operating system. Is
this a lot of time? Do I need to get a list of drivers
first?
