srvtools-user manager

The server is running NT 4 ,the workstation is XP pro.
I installed srvtools so that the secretary can edit users.
As I run the program I get the message Application has
failed to start,missing msnet32.dll .Does srvtools run
with XP pro.Do we need to download anything special from
the Microsoft site.Any help would be greatly appreciated.
