I guess "or use comprmised computers to post thier garbage" is beyond
your comprehension. It means someone may have had their computer hacked
and the hacker is using it as a zombie to send post this crap. This way
the computer owner gets blamed and the spam artist gets away scott free.
This is a common pratice with Spammers and Virus writers.
