There is nothing in Windows XP that will do this.
You may be able to find third-party applications that do
this, but I doubt it.
This is typically the realm of a software firewall
(personal firewall's usually don't have this level of
control) - Microsoft ISA Server can do this, assuming it
lies between the client machine and the Internet
connection, and is properly configured.
