Connection to admin functions and shares XP Pro

I have 2 XP Pro PCs on a LAN, They are in the same
workgroup, each has the same account names (administrator
group) with the same passwords.
All normal file sharing, print sharing, drive mappings
are working perfectly.
PROBLEM
I cannot map a drive to default shares c$, d$. Access
denied and asks for Guest password for the remote pc or
enter a new user.It then does not accept the user id or
password
I also cannot manage services remotely ie, Manage remote
PC, click on services - Access denied Error 5.
Seem to remember this was not a problem with W2K
Can anyone assist pls
