Problem opening User Accounts in Control Panel

Hi All,
When I try to open the User Accounts dialog from Control Panel the dialog
shows, but is blank and then I get the following message "Wrong number of
arguments or invalid property assignment". Does anyone know how to fix this?
I know I can use the "Local Users and Groups" msc console or the password
property pages by typing "Control Userpasswords2" in the run dialog, however
none of these allow you to change the user's icons + I like to keep my
system working as it should be.
I have tried extracting the "nusrmgr.cpl" file from the original windows xp
cd and also copied it from a good xp installation, with no success. Logging
on as the administrator (My normal account have admin rights as well)
returns the same error dialog. Have re-registered Shell32.dll and a few of
other dll's to make sure they are registered ok.
I have also tried using :
sfc /purgecache
sfc /scannow
from the run dialog, as suggested in KB article Q285195 (I guess it's some
sort of scripting error in the hta code that is most properly being executed
by mshta.exe.)
Notes.
OS = Windows XP SP1 with all patches upto date from the Windows Update Site.
Visual Studio 2003 is Installed + IIS + MSDE
Virus scan shows no problems
Reinstalling XP is out of the question (Takes months to set up XP to be
usable)
Have already searched google groups and the web for a solution without
success.
Anybody have any ideas?
