Ctrl/Alt Del twice does not work in windows XP Home, that is a feature
of Windows XP Pro.
You stated Administrator does not have a password.
You also were able to log in to Safe Mode using Administrator with no
password.
That means that either there never was a password or someone removed
the password.
It is normal for Administrator to not be visible in Normal mode.
