File Security System on XP

I am trying to figure out how to setup a XP box to, when
someone other than an admin. logs on, the PC will be
locked down, so they can't change any file system
security, delete system files, rename files, change
network settings etc. They should be able to create and
manage folders onto the desktop, run the programs on the
PC, can't install any programs. I am trying to do this
without installing any 3rd party software.
