ICF/ICS starts and immediately stops, won't stay "started"

I have a desktop which connects to the Internet via a
cable modem. I connect my laptop, when used, to the
Internet via my desktop (two NICs in my desktop)...
Whenever I reboot my desktop, I have to go into
services.msc and restart the Internet Connection Firewall
(ICF) / Internet Connection Sharing (ICS) service (and of
course start all the dependency services first). What a
pain in the arse.

But this is not the reason for my post. Recently after
starting all the dependencies, I try to start the ICF/ICS
and it starts briefly and then a window launches telling
me that the " ICF/ICS started and stopped. This happens
to some services bla bla bla when the service is not
needed".
 
Well I need it or I can't get my laptop online. What
must I do??? I can't think of anything I have changed
that could have created this problem. I keep trying to
start the service and it starts and stops and then pops
this window with the same explanation.
