How to access NTFS file security features?

Using Windows Explorer (or My Computer) I am apparently not able to access
or change the security settings of files or folders. The volume is reported
as NTFS on the drive property *** and I confirmed this using the Convert
command but nevertheless there is no 'Security' tab on the properties
***--perhaps the /nosecurity flag was used when the drive was created. I
am a member of the computer administrators group though not logged on as
'administrator'. How can I access the security settings of individual
files/directories?
