Both XP Home and XP Pro have the capability for PPTP VPN,
but only XP Pro has the capability to create user policies which
is required to setup an IPSEC tunnel to the router.
In XP Home Edition, you need to bring up a blank MMC console
and add the IP Security Policy Management and save it as secpol.msc
in the system32 directory.
