Blaster worm and not being able to install the patch

I have the patch but can not install it because a message
comes up saying "Setup could not verify the integrity of
the file Update.inf. Make sure the Cryptographic service
is running on this computer."
How do I go in and make sure that this is working so that
I can install the patch?
