First, you are running IIS ?
If not then AFAIK you do not need ASPNET account.
If so, it is added by installing the .Net Framework.
If what you want to do is get it to not show on the login
screen, one way to do this is to get TweakUI from the
XP Powertoys. Another way is direct registry edit.
