Windows XP-Security-PayPal.com

Microsoft Internet Explorer used by ebay to go to
paypal.com, I get a error message telling me the page is
not available. I have tried resetting the security
settings from Med. to Low & Med to High, under
tools/Internet Options/ Advanced. Rebooted computer and
still no luck. Also tried resetting computer back in time
30 days before changes made by updates and still no luck.
Any suggestions?
