auto dial

Can someone please help. Whenever I start my computer it
starts dialing automatically. I have had a look at what
program is making it do that but all that comes up is
site ftpav.ca.com has requested an update. After going
online and looking at this site all that comes up is a
publisher file that I cannot delete. Have I got a virus
or is there a simple fix.
